The completion date for the Kelowna Springs land swap with Denciti is July 15.
There is an anomoly. While property values are disclosed on title for most properties around 480 Peno Road, there is no value assigned for 106.4 acre, 480 Peno Road. The Kelowna Springs Golf Course was acquired by Denciti in 2023. The purported sale price was a stupid huge $30+ million. Financial details weren't disclosed, but the land carried a BC Assessment value of $4.35 million at the time. Denciti granted a vendor takeback mortgage for $5m. Adjacent 60.7 acre ALR property 3030 Old Vernon Road was purchased by Denciti in the fall of 2022. Stated value at land titles is $7.1m.
On March 19, 2024 Sukhdev Sandher bought 87 A1-zoned acres at 3330 Old Vernon Road for $9.8m, over asking.

There is a Black Mountain watermain located on the Hereron right of way between 2910 and 3030 Old Vernon Road that services Kelowna Springs. Some conspiracy theories are true and we smell a rat. The alleged purchase price for 480 Peno Road is outrageously high. A number used repeatedly by Tom Dyas to justify the land swap is $35m.
The rock bottom price for zoned and serviced commercial land in Kelowna is $1.5m per acre. For top end, which is what Denciti is getting, its $2.5m per acre.

9.1 acres of city-owned industrial land at 3199 Hollywood Road North is worth $17m to 22.7m. Denciti is swapping the 60 acres of 480 Peno Road that is unsuitable for construction because of multiple aquifiers, and retaining 46 newly rezoned acres. That newly rezoned flood plain ground is worth a minimum of $69m and upwards of $115m. Thrown in for free by Kelowna taxpayers is $8m in infrastructure, such as roads.

Add it up and the Denciti swap reaps the cons between $95m and $143m off the backs of citizens.

While still in development, our conspiracy theory is simple. Denciti grossly over-reported the non-public sales price of 480 Penno Road and leveraged that lie 10 to 20 times through Khalistani bought politicians. First Punjabi Colin Basran and now Dyas. Key operative in the scheme is David Negrin.

The highly anticipated public hearing regarding the Kelowna Springs Golf Course land swap by Denciti Development Corp. was held on March 10, 2026. Conspicuously absent was President of the fukkin company Volodya Gusak. Concerned citizens did indeed let Fawley know what they thought of their wetlands being paved over by crooks. To butter up those in attendance and prevent heinous violence, Fawley bought a free round. Mayor Tom Dyas and his Sikh sidekick Mohini Singh didn't attend. No other Kelowna councillors attended either.

The first Denciti meeting provided only 2 weeks notice. After the rescheduled meeting giving required notice to locals, Denciti produced and submitted a survey showing 13 people strongly in favour, with 1 mildly opposed. Nobody attending the event received any survey. Many would suggest this is prima facie evidence of deliberate manipulation of the process leading to bylaw approval. A lis pendens must be filed without delay to lock down title.
